NEWS: Top NHS Trusts Granted New Freedoms Under Modernisation Plan

As reported by the National Health Executive, thousands of NHS patients are expected to benefit from a sweeping modernisation of the health service, with the government unveiling plans to grant greater autonomy to the best-performing hospitals and community health trusts

Eight of the NHS’s top-rated trusts have been shortlisted for assessment by an independent panel. Those that meet the criteria will also be required to show clear progress on the three priorities of the 10-Year Health Plan: a stronger focus on prevention, shifting more care from hospitals into the community, and driving forward digital transformation across the service.

Health and Social Care Secretary Wes Streeting has confirmed the launch of a new “advanced foundation trust” status, a move designed to end years of centralised control and empower the NHS’s strongest local leaders. The change will give approved trusts more freedom to shape services and spending based on local needs, rather than national directives.

Key elements of the new status include:
• Allowing high-performing trusts with stable finances to fast-track upgrades such as ward refurbishments or the purchase of new diagnostic equipment.
• Offering greater decision-making powers in return for commitments to cut waiting lists, expand community-based care, and tackle health inequalities.
• Reducing bureaucracy for investments under £100 million to speed up patient care improvements.

Some organisations may also be eligible to hold Integrated Healthcare Organisation contracts, giving them direct control of local health budgets and responsibility for improving the overall health of their populations.
