NHS Providers and the NHS Confederation have confirmed plans to merge, paving the way for a new organisation to represent frontline NHS organisations from April 2026

Following extensive engagement with members – including NHS trusts, integrated care boards (ICBs), primary care providers and voluntary sector organisations – there was a clear consensus that establishing a single membership body for the NHS would strengthen collaboration and representation. The Boards of Trustees of both NHS Providers and the NHS Confederation have formally agreed to proceed with the merger, subject to there being no material issues emerging from the due diligence process.
Benefits for Primary Care and GP Surgeries
This merger is expected to bring significant benefits to primary care and GP surgeries by ensuring their voices are more closely integrated into system-wide discussions and policy development. A unified organisation will enable stronger advocacy, better coordination between sectors and greater access to shared resources and leadership support – ultimately helping primary care play a central role in delivering integrated care and improving population health.
A New, Unified Voice for the NHS
The purpose of the new organisation will be to:
- Improve the NHS and the health of people across the UK
- Serve as an influential voice for NHS leaders at national and regional levels
- Support members to drive improvement and innovation across the system
Transition and Next Steps
A new membership offer will be launched in March 2026, commencing from 1 April 2026.
To manage the transition:
- A transition committee, drawn from trustees across both current boards, will oversee the process.
- A new leadership and staffing structure will be in place by the end of March 2026, supported by an external recruitment process for the new Chief Executive.
- A review of the brand identity is underway to reflect the values and ambitions of the new organisation.
These steps will ensure the new body is fully equipped to represent its members and deliver on its mission from April 2026.
